Marco Rubio, Top Ukraine Officials Hammer Out ‘Framework’ For Peace In Miami Meeting
Top officials from the United States and Ukraine convened in Miami on Sunday to finalize a “framework” for peace aimed at ending the war between Ukraine and Russia. The high-level meeting marks one of the most significant breakthroughs in recent negotiations, as both sides seek a dignified resolution to a conflict that has killed hundreds of thousands and upended global security dynamics.
The U.S. delegation included Secretary of State Marco Rubio, special envoy Steve Witkoff, and senior adviser Jared Kushner. Representing Ukraine was Rustem Umerov, head of the National Security and Defense Council and Kyiv’s new lead negotiator following the resignation of Andriy Yermak.
“This isn’t just about stopping a war,” Rubio said in his opening remarks. “It’s about securing a peace that guarantees Ukraine’s sovereignty, its independence, and its long-term opportunity to thrive. The suffering must end, but we must end it the right way.”
Ukrainian President Volodymyr Zelensky confirmed his team had entered the talks with clear directives. “The American side is demonstrating a constructive approach,” Zelensky said, adding that negotiators were empowered to work from revised terms developed in Geneva. “I expect the guys to work in accordance with clear Ukrainian priorities.”
The original 28-point U.S.-led peace proposal had faced backlash for perceived concessions to Russia. A revised 19-point version, reportedly more favorable to Ukraine, has since been under review by both sides. While exact terms remain classified, sources close to the negotiations say Kyiv continues to demand binding security guarantees and an end to Russian aggression, while firmly rejecting any territorial concessions.
Russia, for its part, received a copy of the revised plan last week. Kremlin aide Yuri Ushakov confirmed that Moscow had not officially responded but was analyzing the proposal closely. “This isn’t an official one, but we do have the document,” Ushakov said. “The points in it require truly serious analysis and discussion.”
The meeting took place at Shell Bay, a luxury golf club owned by Witkoff, and signals the Trump administration’s growing push for a resolution before the end of winter. Trump previously stated he would only personally meet with Putin or Zelensky once a final or near-final deal is in hand.
The outcome of this framework may shape the future of European security—and test Trump’s ability to deliver a deal where others have failed.
