Sen. Ruben Gallego of Arizona is facing new scrutiny after a report alleged he had consensual sexual relationships with two House staffers while serving in the House of Representatives. The relationships reportedly involved aides working for Texas Democratic lawmakers and occurred while Gallego was unmarried.

According to the report, one source said Gallego acknowledged both relationships, while two additional sources confirmed one or both of the alleged relationships. One source described the relationships as part of a broader pattern of questionable judgment and pointed to the power imbalance that can exist between members of Congress and congressional staff.

The report states that relationships between members of Congress and staff employed by other lawmakers are generally permitted under congressional rules, provided there are no additional allegations such as harassment or coercion. However, the allegations have renewed debate over whether such relationships should be prohibited because of potential ethical concerns.

The allegations surfaced shortly after the Senate Ethics Committee dismissed a complaint filed by Rep. Anna Paulina Luna against Gallego. According to sources cited in the report, the committee’s review did not examine Gallego’s personal relationships and instead focused on the specific allegations presented in Luna’s complaint.

Gallego declined to address the substance of the report, dismissing questions from reporters as “gossip.” His office did not issue a formal response to the allegations.

The report adds to a series of political and legal challenges facing the Arizona senator, who has also faced scrutiny over campaign finance issues and has been mentioned as a potential Democratic presidential candidate for 2028. Gallego has denied previous allegations of wrongdoing, and no ethics violations related to the reported relationships have been established.
