Trump Agrees to Let Ukraine Manufacture Patriot Missiles, Zelensky Says
President Trump has made a final decision to allow Ukraine to manufacture Patriot air-defense missiles under U.S. licenses, Ukrainian President Volodymyr Zelensky announced Friday. The move could eventually give Kyiv the ability to produce one of the most important weapons it uses to defend against Russian missile attacks.
Zelensky said Trump confirmed the decision during their meeting Tuesday on the sidelines of the United Nations General Assembly in New York. The Ukrainian leader said the two countries now have “concrete agreements” concerning the licenses needed to begin production.
Ukraine has sought permission to manufacture Patriot missiles for months as it struggles with shortages of air-defense interceptors. The Patriot system has played a major role in protecting Ukrainian cities and infrastructure from Russian ballistic and cruise missile attacks.
Trump first publicly discussed granting Ukraine production rights during a meeting with Zelensky at the NATO summit in Turkey in July. At the time, Trump said the United States would show Ukraine how to manufacture the weapons and predicted that Ukrainian manufacturers could begin producing them relatively quickly.
The issue remained under negotiation afterward, with American officials saying technical and licensing details still needed to be resolved. Zelensky now says Trump personally told him that the decision has been finalized and Ukraine will receive the necessary licenses.
The Patriot system is manufactured by American defense contractors and incorporates highly sensitive U.S. military technology. Any licensing agreement would require coordination between the U.S. government, Ukraine and the companies responsible for producing the missiles and their components.
It remains unclear exactly what Ukraine will be permitted to manufacture. A production license could potentially cover interceptor missiles, individual components or assembly operations rather than allowing Ukraine to immediately manufacture complete Patriot batteries, including radar systems, launchers and command equipment.
No timetable has been announced for when Ukrainian production could begin. Building the necessary manufacturing facilities, establishing supply chains and transferring technical expertise could take considerable time even after the licensing process is completed.
Ukraine currently relies heavily on the United States and other NATO countries for Patriot interceptors. Zelensky has repeatedly argued that domestic production would increase the available supply while reducing Ukraine’s dependence on deliveries from existing Western stockpiles.
The agreement represents a significant expansion of Ukraine’s ability to produce advanced American-designed weapons domestically. Zelensky said additional technical details still need to be completed, but described Trump’s decision as an important step toward strengthening Ukraine’s long-term air defenses.
